How can we flip the deficit narrative around SEND?

The SEND Green Paper has been welcomed by many as an accurate description of the problems experienced by children with SEND and their families. However, it still positions SEND as something going wrong, and exam results as the measure of success for all. Is there a way to rewrite the narrative, while still holding high standards for children with SEND?
